That phrase introduces the utterance of the 10 commandments to the Israelites by YHWH God, not by an Angel or Messenger, even though etymologically anyone who delivers a message is a messenger but not necessarily an Angel. YHWH God spoke with Moses. His Angels never delivered messages to others. God said He communicates through the Prophets in vision. YHWH God wrote and spoke His words to Moses (EXODUS 19:11), a Prophet whom YHWH God speaks to face to face. Prophets delivered messages to the Israelites but they are not all Angels. John the Baptist is not an angel but a messenger, if we want to distinguish between messengers from Heaven and messengers from earth.This is the one who was in the congregation in the wilderness with the angel who spoke to him at Mount Sinai, and who with our fathers received living oracles to give to us, (Acts 7:38 LEB)For if the word spoken through angels was binding and every transgression and act of disobedience received a just penalty, (Hebrews 2:2 LEB)Acts 7:38 makes sense if you understand that in the burning bush the Angel who also spoke to Moses is the Angel of YHWH God whose words carry the same weight as YHWH’s because YHWH told Moses that His Name is within His Angel(Exodus 23:20-23). YHWH also signified to Moses that he must listen to the voice of His Angel, which is His voice, carefully because His Angel is unforgiving.
